Business immigration to Portugal

Business immigration to Portugal in 2026 takes three lawful forms. The D2 visa for self-employed people and entrepreneurs: the consulate checks service contracts or proposals, or investments already made, funds available in Portugal and an intention to invest. The Startup Visa for founders of innovative projects: it requires a declaration from the IAPMEI agency confirming a contract with a certified incubator. The ARI investment permit (the "golden visa") for large investments outside real estate. After entry, AIMA issues a permit for 2 years, renewable for 3 years. Registering a Portuguese Lda gives no right of residence by itself. Facts checked against the MNE and AIMA websites on 9 October 2026.

What we do

  • Assess the project and choose the route: D2, Startup Visa or ARI.
  • Prepare the business case and evidence of investment and funds.
  • Align the immigration route with the corporate one: Lda, shareholdings, the gerente role.
  • Prepare the national visa file and the AIMA application.
  • Plan permit renewals, tax and the move to permanent residence.

What we need from you

  • Passport, CV and proof of experience.
  • Business outline: product, market, investment, team.
  • Proof of funds for the launch and for the family’s living costs.
  • Apostilled criminal record certificate.

The company and the permit are two separate decisions. The commercial registry (IRN) registers the Lda, while the right of residence comes from the consulate and AIMA under the Foreigners Act. Without a separate D2, Startup Visa or ARI application, a company remains just a company.

D2 visa: what the consulate checks

The MNE splits this category into two groups.

  • Independent professional activity: a contract or written proposal for the provision of services in a liberal profession and, where applicable, a certificate of professional competence from the competent authority.
  • Entrepreneurs: investment operations already carried out, or proof of financial means available in Portugal, including through a Portuguese financial institution, and any evidence of an intention to invest in Portugal.

For investment-purpose visas, the means of subsistence must cover at least 12 months. The benchmark is the minimum wage of €920 a month in 2026, plus 50% per adult family member and 30% per child.

Startup Visa

The Startup Visa programme has run since 2018 (Normative Order 4/2018). The founder signs an incubation contract with an IAPMEI-certified incubator and obtains an IAPMEI declaration confirming it, then applies for the national visa with that declaration. After entry, the AIMA application includes a passport, criminal record, address declaration and proof of tax and social security registration. The permit lasts 2 years and renews for 3 years.

ARI investment permit

Current options: 10 jobs; €500,000 in scientific research; €250,000 in culture and heritage; €500,000 in Portuguese non-real-estate funds; €500,000 to set up or recapitalise a company with 5 permanent jobs. The investment must be held for at least 5 years. Details on the Portugal golden visa page.

A company in Portugal

Most founders use an Lda (sociedade por quotas), including a single-member one. Share capital is free, with each quota from €1. Registration requires the members’ NIF numbers and a certified accountant, and the beneficial ownership declaration (RCBE) is filed within 30 days. RegServ handles Lda registration, registered address and director changes; Keys handles bookkeeping and reporting. Corporate income tax in 2026 is 19%, with 15% on the first €50,000 for small and medium companies; Crystal Tax models the company and the owner. Market entry through a subsidiary or branch: INNOVA Consulting Group (Portugal).
