Cyprus residence permit

A Cyprus residence permit (temporary residence permit) is issued by the Migration Department for a specific purpose: remote work for foreign clients (Digital Nomad), employment in a company of foreign interests, regular employment (single permit), the EU Blue Card, the Startup Visa, studies, family, or visitor status for financially independent people without the right to work. The first permit is usually issued for 1 year and is renewable; all applications are filed in Nicosia with translated and certified documents. Government fees: €70 for issuing or renewing the permit and €70 for first registration in the Aliens Register. A company or a bank account on its own gives no right to a permit, and buying property counts only within the investor permit and its own conditions. Employment: three different regimes
Company of foreign interests
The Strategy for attracting companies has applied since 02.01.2022. A company that is not yet on the Register of Foreign Interest Companies registers through the Business Support Centre at the Ministry of Energy, Commerce and Industry. Quotas for foreign staff are abolished, and highly paid employees need no labour market test. The company commits to having 30% of its staff Cypriot or EU citizens over 5 years; the ratio for new hires will be checked after 02.01.2027. Support-level positions in these companies still require a labour market test and a contract sealed by the Department of Labour.
Regular employment (single permit)
Other employers follow the general procedure: entry only with an entry permit, processing of up to 4 months, and work only for the employer named in the permit.
EU Blue Card
The minimum salary is €43,632 gross a year. Quota-free highly qualified sectors are ICT, pharmaceutical research and shipping (excluding masters and crew); for other professions the quota is zero. Holders of temporary protection cannot apply for the Blue Card.
Visitor: residence without work
A visitor permit under Regulation 14 of the Aliens and Immigration Regulations is issued for holidays, residence or exploring a move. Economic activity in Cyprus is prohibited. Entry is with a visa, and the MVIS8 application is filed before the visa expires. The Migration Department does not publish an income figure for this category, so we assess sufficient funds case by case from your documents.
General rules for all permits
- Applications go to the Migration Department in Nicosia, in person or through an authorised representative; book an appointment where needed.
- Documents must be officially translated and certified; incomplete files are rejected at submission.
- Biometrics (photo, fingerprints) are mandatory; children under 6 give only a photo.
- File renewals early: for Digital Nomad the Migration Department requires at least one month before the permit expires.
- A temporary permit is cancelled after more than 3 consecutive months away from Cyprus.
- After more than 183 days in Cyprus in a tax year, a person generally becomes Cyprus tax resident.
