Permanent residence in Portugal

Permanent residence in Portugal (autorização de residência permanente, Article 80 of the Foreigners Act) is available after at least 5 years of temporary permits. Conditions: means of subsistence, housing, tax and social security obligations met, basic Portuguese (A2 level or a CAPLE test) and no sentences exceeding 1 year in prison over the last 5 years. The permanent status has no expiry; the card is renewed every 5 years. Facts checked against the AIMA website on 9 October 2026.

How to prove Portuguese
AIMA accepts any of the following:
- a school certificate from a Portuguese public or recognised private institution;
- a certificate from an institution in a Portuguese-speaking country;
- a basic Portuguese course certificate from IEFP or a recognised institution;
- a certificate from a test at a CAPLE centre;
- an A2-or-higher certificate from a "Português Língua de Acolhimento" (PLA) course run by public schools, IEFP centres and Centros Qualifica.
Most applicants use a public PLA course or the CIPLE exam (A2 level) in the CAPLE network.
Permanent residence or EU long-term resident status
Besides the national permanent permit, after 5 years of legal and uninterrupted residence immediately before the application you can obtain EU long-term resident status (Article 125 of the Foreigners Act). It makes moving to another EU country easier. Which status suits you better depends on your plans for work and mobility within the EU, so we compare both before filing.
ARI investors
Golden visa holders who meet the Article 80 conditions receive a permanent investor permit. The rules on losing status through absence from Portugal do not apply to it, and its processing and issue charges are set by a separate Ordinance 307/2023.
