The Portugal D7 visa is a national residence visa for retirees and people living on passive income: a pension, rent, dividends, interest or royalties. The consulate checks proof of the pension or of income from property, intellectual or financial assets, plus sufficient means: the benchmark is the Portuguese minimum wage, €920 a month in 2026 for the applicant, plus 50% for each adult family member and 30% per child. After entry, AIMA issues a residence permit for 2 years, renewable for 3 years, and after 5 years you can apply for permanent residence. Facts checked against the MNE and AIMA websites on 9 October 2026.

What we do

  • Assess your income: what the consulate will accept as stable passive income.
  • Calculate the minimum means for you and your family.
  • Prepare the D7 visa file with translations and apostilles.
  • Handle the AIMA application after entry and the renewals.
  • Plan tax residence together with our tax partners.

What we need from you

  • Passport and photos.
  • Documents for your pension, rent, dividends or other regular income.
  • A criminal record certificate with an apostille.
  • Travel insurance, and housing in Portugal by the AIMA stage.

What counts as passive income

The MNE list for this category covers a pension and income from movable and immovable property, intellectual property and financial assets. In practice that means a pension from Ukraine or another country, rental income, dividends, deposit interest and royalties. The income should be regular and documented: several months of bank statements, lease agreements, dividend resolutions. Salaries and pay for ongoing work belong to other categories: remote workers have the digital nomad visa.

How means are calculated for a family

The benchmark comes from Ordinance 1563/2007, and the MNE publishes the current base: the 2026 minimum wage of €920 a month. The first adult counts at 100%, the second and each further adult at 50%, children under 18 and dependants at 30%.

HouseholdMonthly minimum
One person€920
Couple€1,380
Couple with one child€1,656
Couple with two children€1,932

This is the floor. The consulate looks at the whole picture: stability of income, savings, housing. We run the numbers for your case before filing.

Tax after the move. Anyone spending more than 183 days in Portugal, or holding a home they intend to keep as a habitual residence, becomes a Portuguese tax resident. The NHR regime is closed to new residents, and the IFICI incentive covers only a narrow set of qualified occupations. Crystal Tax models the tax on pensions and passive income.
