Business immigration to Cyprus

Business immigration to Cyprus in 2026 works through three separate mechanisms, and in each of them registering a company is only one part of the case. The first is a company of foreign interests: the Cyprus company registers with the Business Support Centre, and the owner or employee receives a residence and work permit with a salary from €2,500 gross a month and a contract of at least 2 years; the official processing time is 1 month. The second is the Startup Visa for founders of innovative projects: initial ministry approval, then a residence permit; the scheme runs until December 2026. The third is the investor permanent residence permit: €300,000 in the share capital of a Cyprus company with physical presence and at least 5 employees. Checked against the Cyprus Migration Department website on 10.10.2026.

Companies of foreign interests: how it works
The Strategy for attracting companies has applied since 02.01.2022 and replaced the earlier policy on third-country staff in such companies. Quotas for foreign staff are abolished: the company can hire any number of highly paid specialists without a labour market test. The categories of directors, key personnel and specialists remain for statistics, and specialists are not limited to a list of professions.
- A new company first registers with the Business Support Centre at the Ministry of Energy, Commerce and Industry, which checks eligibility and issues written confirmation.
- The company must also meet the general single permit requirements.
- Commitment: 30% of staff to be Cypriot or EU citizens over 5 years; the ratio for new hires will be checked after 02.01.2027.
- The employee's contract must run for at least 2 years, even when a one-year permit is requested.
For highly qualified employees of companies under the Strategy, the law provides fast-track naturalisation: 4 years of residence with Greek A2 or 3 years with B1. Details: Cyprus citizenship.
Startup Visa step by step
The founder or team applies with documents under the practical guide to the Deputy Ministry of Research, Innovation and Digital Policy; a decision within 5 weeks of a complete file.
Grants the right to economic activity in Cyprus for 2 years, renewable for at least another year. The approval itself does not guarantee entry or residence.
From abroad, a visa application within 6 months; if already lawfully in Cyprus, a permit application within 1 month. Processing up to 3 weeks.
Biometrics at filing or within a week; fees: €120 for the entry and residence permit, €130 for renewal, €70 for first registration.
A person staying in Cyprus as a visitor first asks the Migration Department in writing to change status; the request is reviewed within 5 weeks. The Startup Visa scheme has been renewed until December 2026; what follows had not been announced as of 10.10.2026.
