Licences and permits in Ukraine

A number of activities in Ukraine may be carried out only after the company obtains a licence. The licensing authority examines whether the applicant meets the licensing conditions — the premises, the equipment, the qualification of the staff and the documents confirming all of it — and the application is refused when any of these is missing. Legal Solutions prepares the package, files it and accompanies the applicant until the decision.

Licences described in this section

The licence for tourism and tour operator activity is set out in detail, with the requirements for the applicant and the documents to be filed. Certification of a management system is covered by DSTU ISO 37001:2018 certification, the anti-corruption standard. For business abroad, the section includes an MSB licence in Canada together with a ready-made company.

A licence through a ready-made company

When the activity has to start immediately, a company that already holds the licence is acquired instead of applying from the beginning. That route is described in buying a company with a licence, and separately for security activities, for electricity and natural gas supply, for international passenger transport and for tour operator activity. A change of owner in a licensed company is checked against the licensing conditions in advance.

Gambling and other regulated areas

Permits for gambling are covered by legalisation of a gambling business. Registration of the company that will hold the licence is described in registration of enterprises, and the registers kept for specific activities in registration of other types of activity.

Prices and deadlines

Every position in this section is listed in the price list with a deadline and a price. Most entries carry the note «Negot.», because the fee depends on the documents, the founders and the scope of work; the deadline shown for the majority of services is three working days. The scope, the fee and the schedule are fixed in the contract before the work starts.
