Permanent residence in Poland comes in one of two indefinite statuses. For most people living in Poland for work or business it is the EU long-term resident permit (rezydent długoterminowy UE): 5 years of continuous legal stay, stable income, health insurance and proven Polish at B1. The permanent residence permit (pobyt stały) is granted on special grounds: Polish descent, the Pole’s Card, a child of a Polish citizen, asylum. Stamp duty for either status is PLN 640, plus PLN 100 for the card, and the application is filed through MOS. Facts checked on 9 October 2026.

Both statuses allow work in Poland without a work permit, opening a JDG, and lead to an application for Polish citizenship after 3 years.
How the 5 years are counted
The stay must be legal and continuous immediately before the application. Time on a CUKR card counts towards these 5 years according to the voivode’s office. How studies, temporary protection and gaps are counted, we check individually against your permit and travel history.
B1 Polish
EU long-term resident status requires proof of Polish: a state certificate at B1 level or higher, or a certificate from a Polish school or a school abroad teaching in Polish. It is the same certificate used for citizenship.
Rights of an EU long-term resident
- indefinite residence in Poland, with the card replaced every 5 years;
- work in Poland without a work permit;
- the right to open a JDG on equal terms with Polish citizens;
- simplified moves to another EU state under Directive 2003/109/EC, subject to that state’s conditions;
- a residence basis for recognition as a Polish citizen after 3 years.
