Cyprus citizenship in 2026 is acquired by foreign nationals through naturalisation under section 111B of the Civil Registry Law 141(I)/2002. The general conditions are 12 months of continuous lawful residence before applying (absences up to 90 days in total), at least 7 years of residence in the preceding 10 years, Greek at B1 level, a test on the political and social life of Cyprus, sufficient means, housing and good character. For highly qualified employees of companies under the business attraction Strategy, the period is shortened to 4 years with Greek A2 or 3 years with B1. Years under temporary protection and as a student do not count. Citizenship by investment has been abolished: applications were accepted only until 30.10.2020. Checked against the consolidated text of the law on 10.10.2026.

A school leaving certificate or degree from an institution teaching in Greek exempts the applicant from the language exam.

Years that do not count

The final proviso of section 111B(1) expressly excludes periods spent in Cyprus as an asylum seeker, a holder of temporary or subsidiary protection, or a student. For Ukrainians this means years under temporary protection are not added to the 7 years. The citizenship count starts from a permit on another ground, so a move from temporary protection to a regular residence permit is worth planning as early as possible.

Who can use the fast track

The shorter period applies to highly qualified employees of companies designated by Council of Ministers decision under the business attraction Strategy (companies of foreign interests). An EU Blue Card alone does not shorten the period: the Migration Department explains that the provision does not apply where the person is a highly skilled employee but the employer is outside the Strategy. Citizenship by investment is closed

The Cyprus investor naturalisation programme ran until 2020. Under section 111A(4) of the Civil Registry Law only applications filed before 30.10.2020 are examined, and in 2025 the investment programme provision was deleted from the law. An investment of €300,000 today leads only to a permanent residence permit, and years held on that permit may count towards general residence for naturalisation.
