Polish citizenship

Polish citizenship is most often acquired through recognition as a Polish citizen (uznanie, art. 30 of the Polish Citizenship Act). The main ground is 3 years of continuous residence in Poland on a permanent residence permit, EU long-term resident status or a permanent right of residence, with stable income, a legal title to housing and a state certificate of Polish at B1. The application goes to the voivode for your place of residence; stamp duty is PLN 1,000 and the decision is due within 6 months. Separately, the President may grant citizenship without formal requirements (stamp duty PLN 1,669). Bills proposing 8–10 years of residence and B2 Polish had not entered into force as of 9 October 2026.

B1 Polish
Polish is proven with a state certificate at B1 or higher, issued after a state exam, or with a certificate from a Polish school or a school abroad teaching in Polish. Minor children recognised together with their parents are exempt.
Documents for the application
- application on the official form with a CV (życiorys) and photo;
- passport and residence card, decision on permanent or EU long-term resident status;
- birth certificate and, for spouses, marriage certificate, translated into Polish;
- proof of income and right to housing;
- state B1 Polish certificate or a Polish school certificate;
- proof of stamp duty payment.
Documents issued in Ukraine are filed with a sworn translation. After citizenship is granted, Polish civil status records are registered with the Polish civil registry office (USC).
Stamp duty and processing time
Since 1 August 2025 the stamp duty for the voivode’s decision on recognition is PLN 1,000, and for accepting an application for citizenship granted by the President, PLN 1,669. The voivode decides within 6 months of receiving the application (the change of 25 June 2025 also applies to pending cases).
Citizenship granted by the President
The President of Poland may grant citizenship to any foreigner without residence or language requirements; the application is filed through the voivode or a consul. The decision is discretionary and cannot be appealed, so we treat this route as complementary to recognition.
Dual citizenship
Polish law allows holding another citizenship, but Poland treats a Polish citizen solely as its own citizen, who uses Polish documents when crossing the border. The position under Ukrainian law in your case is checked separately.
