CUKR card for Ukrainians in Poland

The CUKR card is a 3-year temporary residence permit in Poland for Ukrainian citizens with UKR status (temporary protection). Applications are accepted from 4 May 2026 to 4 March 2027, online only, through the MOS system. Conditions: a valid PESEL UKR on 4 June 2025, on the filing date and on the date the card is issued, and at least 365 days of continuous UKR status. Stamp duty is PLN 340 plus PLN 100 for the card. Once CUKR is granted, temporary protection ends. Facts checked on 9 October 2026.

What the CUKR card gives you
- Stable residence for 3 years with no annual confirmation of protection status.
- Full access to the labour market without a separate permit.
- The right to run a business, including registering a JDG (sole proprietorship).
- Schengen travel for up to 90 days in any 180-day period.
- Time on CUKR counts towards the 5 years for EU long-term resident status.
What you give up when switching
When the card is issued, UKR status changes to CUKR and some temporary protection rights end, including free accommodation in collective centres. Changes of address must be reported. Leaving Poland for more than 6 months results in loss of the permit.
How to apply
We verify the status on 4 June 2025 and 365 days of continuity before you pay: since 5 March 2026 the duty is not refunded after a refusal.
PLN 340 stamp duty by transfer to the office’s account; PLN 100 for the card as a separate payment.
Log in via login.gov.pl, complete the form, add a recent photo and proof of payment, sign electronically.
The voivode’s office invites you to give fingerprints and issues the card after the decision.
Family members and children
Certain family members of Ukrainian citizens who came to Poland because of the war can also apply, as can children born in Poland after 23 February 2022 whose mother holds a CUKR card. Each person, including a child, files a separate MOS application with a separate stamp duty. We check the PESEL UKR and 365-day conditions for every family member.
New applicants for temporary protection
For people applying for temporary protection from 31 July 2026, EU Decision 2026/1912 introduced a requirement concerning military obligations in Ukraine. It does not apply to those who held protection in an EU state before 30 July 2026 and kept it continuously. A UKR status obtained after 4 June 2025 does not qualify for CUKR.
