Residence permit in Portugal

A residence permit in Portugal (autorização de residência temporária) is issued by the AIMA agency for 2 years from the date of issue and renews for 3-year periods. To get one, you first obtain a national visa from a Portuguese consulate for a specific purpose: employment, highly qualified work, remote work (D8), a pension or passive income (D7), your own business or a startup (D2, Startup Visa), studies, research or accompanying a family member. ARI investors apply without a visa through the ARI Portal. After 5 years of temporary permits, permanent residence opens up. Means of subsistence
For every long-stay visa the MNE requires proof of sufficient means to live in Portugal. The benchmark is the monthly minimum wage: €920 in 2026 (Government Decree 139/2025). The first adult counts at 100%, the second and each further adult at 50%, children under 18 and dependants at 30%. Example: a couple with one child needs €920 + €460 + €276 = €1,656 a month. For work-related permits, the income under the contract covers this proof. For investment visas, the means must cover at least 12 months.

General AIMA requirements
- a valid passport and a valid residence visa;
- proof of means of subsistence;
- a declaration of residential address stating the basis: ownership, lease or another right of use;
- tax and social security registration where your ground requires it;
- health insurance or coverage by the National Health Service;
- no convictions for offences punishable in Portugal by more than 1 year in prison.
Temporary protection and residence permits
Ukrainians with temporary protection can work in Portugal, yet a long-term plan needs an independent ground. Switching to a permit for work, D7 or D8 requires the full document file for that ground. The law gives no explicit answer on whether years under protection count towards the 5 years for permanent residence.
