A German residence permit (Aufenthaltserlaubnis) is issued under the Residence Act (AufenthG) for a specific purpose: work, studies, family, job search or your own business. Most Ukrainians in Germany now live under Section 24 AufenthG, the temporary protection the EU has extended to 04.03.2028. For the long term, people choose a ground that does not depend on these dates: the EU Blue Card (from €50,700 gross a year in 2026), a skilled worker permit, the Opportunity Card (Chancenkarte) for job search, or a self-employment or freelance permit under Section 21. Permits for studies and family reunification also exist under separate rules. Buying property in Germany is no ground for residence on its own, and Germany has no golden visa.
How to obtain a German residence permit: stages

From abroad, a national D visa at the embassy: Ukrainian citizens are not on the Section 41 AufenthV list, so as a rule they cannot apply in Germany without a visa. For people who arrived from Ukraine under the transitional ordinance, Section 3 UkraineAufenthÜV allows the permit to be obtained in Germany.
After entry or the authority's decision, an electronic residence card is issued.
Temporary protection under Section 24 and switching to another permit
Under Section 24 AufenthG, a foreigner granted temporary protection by a Council of the EU decision based on Directive 2001/55/EC receives a residence permit for the duration of that protection. The EU has extended protection to 04.03.2028 (Decision 2026/1912). On 30.09.2026 Germany amended its transitional ordinance: arrivals from Ukraine by 04.12.2027 may stay 90 days without a permit, and the ordinance itself runs to 04.03.2028. Existing Section 24 cards valid on 01.02.2026 were extended automatically to 04.03.2027; what follows that date depends on a new act or an individual extension.
If you work or plan to work in your profession, it makes sense to switch to an employment ground in advance. Residence decisions within Germany are made by the local foreigners' authority (Ausländerbehörde, Section 71 AufenthG). You need a German degree or a comparable foreign degree (or a tertiary qualification with at least three years of study) and a concrete job offer of at least six months matching the qualification. The Federal Ministry of the Interior publishes the thresholds every year. A Blue Card holder can obtain permanent residence after 27 months with basic German (A1), or after 21 months with B1.
Germany Opportunity Card (Chancenkarte)
The Opportunity Card (Section 20a AufenthG) is issued for up to one year to look for work in Germany. During the search you may work up to 20 hours a week and do trial work of up to two weeks.
- Option 1: your foreign vocational or academic qualification is fully recognised in Germany.
- Option 2: at least six points under the table annexed to the AufenthG, a vocational or academic qualification recognised in the country where it was obtained, and German at A1 or English at B2.
- Funds for the search period: a blocked account or a sponsor's declaration (Verpflichtungserklärung).
Inside Germany the Opportunity Card is issued only to holders of study or employment permits (Section 20a(4)), so a switch from Section 24 without leaving the country is unavailable.
Permits for entrepreneurs and freelancers
A self-employment permit under Section 21 is granted if the business serves an economic interest or regional need and is financed; it runs for up to 3 years, with permanent residence possible after 3 years. Freelancers in liberal professions apply under Section 21(5). The law has no separate digital nomad status. Details: Germany self-employment and freelance visa.
Permanent residence and citizenship
General permanent residence under Section 9 requires 5 years with a permit and 60 months of pension contributions; with a Blue Card, from 21 months (permanent residence in Germany). Citizenship follows after 5 years of residence with German at B1, without giving up your previous nationality; the 3-year fast track has been repealed (German citizenship).
